Internet pop culture just loves animated gifs. It is not uncommon to find movie sequences taken out of context and parodied in 1-5 second segments, and these can be used for a variety of reasons, from just-for-fun to emotional responses. Those of you who have watched Triumph of the Will already will recognize the intensity of some of Hitler's speeches, and this, coupled with his historical context, makes him an excellent target for an animated gif.
